ELECTRIC RELIABILITY MATTERS TO EVERYONE.
From the short duration outages that interrupt our daily lives
to the high costs of restarting production lines at industrial
plants, power outages come with significant impacts. We
live in a world where expectations for reliable electricity
are rising. As more devices become digitally connected and
electrified, and more distributed power services appear on
the grid, a person's dependence on reliable power is increasing.
Despite the changes in use and expectation, the most
commonly used metrics for measuring grid reliability have
remained relatively unchanged since the 1970s. This results
in the poor measurement of customers' real-life experiences
with their electric reliability.
A disconnect between customers' perspectives and their
utility's perspectives of electric reliability often occurs
because of the utility's historical reliance on average systemwide
performance metrics including the System Average
Interruption Frequency Index (SAIFI), the System Average
Interruption Duration Index (SAIDI), and the Momentary
Average Interruption Frequency Index (MAIFI). While
these metrics provide utilities with a good idea of their overall
system performance, they fail to accurately capture the
reliability experience for their customers. This article outApril

lines the need for using a broader suite of reliability metrics,
which places more weight on customer-centric metrics that
include Customers Experiencing Long Interruption Durations
(CELID), Customers Experiencing Multiple Interruptions
(CEMI), Customers Experiencing Multiple Momentaries
(CEMM), and other underused metrics including
Customers Experiencing Multiple Sustained and Momentary
Interruptions (CEMSMI) to provide a more accurate
view of a system's performance in relation to the customers
who use it.
This article, based on a recent whitepaper by the authors,
will describe the importance of incorporating these metrics
into utility measurement plans and review examples of jurisdictions
adopting these new approaches to better serve their
customers' needs. Looking forward, customers located at the
grid edge, and new power users like the electrifi ed transportation
industry, will place a higher demand on electric
reliability. The changes happening to the grid and the changing
expectations of customers will require metrics that accurately
capture distribution reliability and system stability.
With improved metrics that capture the full picture of
electric reliability, utilities can make better investments in
reliable and resilient systems to modernize their operations
