Inverter Generation Resources and Ground Fault Overvoltage

Power system effective grounding is well understood for
synchronous generators and not very well understood for
inverter-based resources (IBR). Ground fault overvoltages
(GFOV) during IBR islanding are a first order
protection concern, often leading to added requirements
such as supplemental grounding and/or direct transfer
trip. Uncertainty in the specifics of inverter control is
driving a need to establish requirements for IBR negative-sequence
injection to better define the response to
ground faults
This panel addresses these practical issues head on,
recognizing that as IBRs proliferate, traditional practices
become inadequate in managing GFOV. The issues are
dependent on the behavior of IBR controls and on the
aggregate load of distribution feeders. Various research
works and field experiences have demonstrated the need
for IBRs to inject negative-sequence current as a response
to ground faults to allow utilities to manage GFOV,
illustrating the need for further changes in grid codes and
international standards.

Utilities across North America are facing ever increasing
challenges to balance a number of often-competing
objectives, including (a) balancing capital and operational
spending, (b) rate digestibility for customers, (c)
keeping the lights on, and, (d) being able to prudently
justify all investments with internal and external (e.g.
state regulatory agencies) stakeholders. Traditional
planning and operational practices are also being disrupted
due to emerging challenges, including climate

change, the " work-from-home " paradigm driven by the
COVID-19 pandemic, as well as emerging technologies
such as distributed energy resources, energy storage,
behind-the-meter generation, electric vehicles and electrified
transit - all of which serve to transform the grid
from centralized one-way generation to decentralized
two-way power flow.
This panel session will share insights from utilities that
are responding to this grid transformation paradigm by
leveraging the newest AM innovations, policies, standards,
strategies and risk-based methodologies, thus
ensuring that decision making is data-driven, cost-effective
and prudently justified.

Bronzeville Community Microgrid: Implementation, Testing, and
Lessons Learned

Recently, microgrids gained a great deal of attention
from utilities for their ability to improve electric service
resiliency, reduce costs, upgrade service reliability
for critical uses, and increase environmental stewardship.
The focus of this panel is on various aspects of
design and implementation of Bronzeville Community
Microgrid (BCM). The panel will touch on various
aspects of microgrid implementation including design,
integration & HIL testing of microgrid master controller
(sequence of operation, sequence of switching and
BCM-ICM clustering), field implementation & lessons
learned, data analytics of DER forecasting within the
microgrid, BCM protection study and the vision of
networked microgrids (BCM clustering with
IIT Campus Microgrid).
