NERC Task Force Developing a Technical Report on
the Integration of Cyber and Physical Security into
Bulk Power System Planning, Operations, Design,
and Restoration Activities

Around September 2020 the IEEE and the North American
Electric Reliability Corporation (NERC) initiated a
task force to develop a technical report on the integration
of cyber and physical security into bulk power system
planning, operations, design, and restoration activities.
Since the official kickoff in November 2020, the task
force has been working on developing this report based
around the following key themes: threats, planning,
design, operations, and emerging technologies. This panel
brings together key members of the task force developing
the technical report and will provide an update on
work completed so far and the roadmap to completion.
Attendees can expect to learn about the task force, what
progress is being made, technical summaries of the work
being completed, when the work is expected to complete,
provide input into the development through discussion,
and how interested parties can join the task force.

Proactively Securing Electric Utilities Based on Cyber-Risk
Informed Testing

As the complexity and connectivity of energy delivery
systems increase, the electric utilities that help monitor,
operate, and control the power grid require a more systematic
and practical approach towards strengthening
their cybersecurity. Utilities often have limited cybersecurity
resources which they utilize to respond to past
and present threats. However, to be better prepared for
potential future threats and effectively utilize the available
resources, they need a proactive approach to cybersecurity
tailored to their specific system and prioritized
based on the relevant cyber-risks. In this panel, we
have a diverse team of subject matter experts who will
discuss the need for risk-based proactive cybersecurity
approaches in utilities. Our panelists will motivate the
need for practical and efficient methods aimed at preemptively
identifying any potential cyber-weaknesses
through appropriate testing and mitigating associated
risks. Such an approach will minimize security incidents
and ensure greater reliability and resiliency of the
overall system.

Enhancing Power Transfer Capabilities Between Utilities to Enable
Successful Grid Transformation

Enabling additional interconnection transfer capabilities
between neighboring grids is critical to
facilitate successful grid transformation around
the world. This grid transformation includes rapid
integration of intermittent renewable energies as well
as carbon phase out in electricity grids. Enabling
additional transfer capabilities between electrical
grids would also enhance system reliability. However,
such enhancements are costly and time consuming.
In this panel, the benefits of enhanced interconnection
capabilities, the related challenges, and solutions
