after receiving a
$20,000 appropriation in 1906,
Kalbfus made a
case for more.
"If our game
and wild birds are
worth protection
and this Commission is worth it, it
should be given
enough to do with,"
noted Kalbfus in his
1906 annual report.
"If these things are
not worth protection, the game laws
should be stricken
from the books."
I n t h e fi r s t
several agency
annual reports
penned by Kalbfus, he pointed
out increases in
songbird populations and the
importance of their protection.
"We feel that the question of game and
bird protection in this state is one of no
little importance," he wrote in his 1902
agency annual report.
Kalbfus orchestrated legislation to put
an end to the use of BB guns in cities
and boroughs in 1903, knowing full well
"irresponsible men and half-grown boys"
were killing a lot of songbirds in target
practice and for stew meat. Within two
years, the Game Commission published
Kalbfus' Save Our Birds, a seven-page
addendum to his annual report that
focused on improving conditions for
birds. But some of his methods, although

then mainstream, aren't acceptable today.
Still, it showed the lengths he was willing to go to help songbirds, particularly at
the expense of crows and other "vermin."
"A little corn boiled until swollen and
soft, with the addition of strychnine, will
cure the crow of many bad habits," Kalbfus wrote.
Whether through experience or in
response to complaints, Kalbfus regularly
voiced his discontent about feral dogs
and cats, and most avian and mammalian
predators. It was a sore spot for him and
many other early conservation organizations, from birding clubs to sportsmen's
groups, because predatory consumption
of prey was thought to be holding back
game and bird populations.
It was an easy philosophy to support or accept in the early 20th century,
because American attitudes about predators were developed from centuries of
misunderstanding. It's what made great
blue herons, great horned owls, sandpipers, even bald eagles, part of nature's evil
empire.
There is, however, no doubt Kalbfus
recognized his work as wildlife work,
not just game work. He noted in his 1908
annual report that "...it is as much the
duty of this Commission to see to it that
our officers go as far to give protection to
a bluebird, or a robin, or a wren, as they
would give protection to a wild turkey,
to a deer, to any other species of game."
Yet, in the next year, a new game law
supported by the Game Commission left
some scratching their heads.
The 1909 law classified swans, loons,
grebes, sandpipers, plovers and blackbirds
as game birds. It also removed protection
from blue jays, house sparrows, starlings,
kingfishers, shrikes, eagles, buzzards,
ospreys, sharp-shinned hawks, Cooper's
hawks, goshawks, peregrine falcons,
