HOW PENNSYLVANIA'S TOP GUNS
Competition wasn't a concern.
White-tailed deer, which had been
plentiful enough across Pennsylvania to
sustain hungry families for two centuries,
were all but gone. Hunting them was
quickly becoming a fool's errand.
So when Pittsburgh-based businessman
John M. Phillips - later one of
the state's first Game Commissioners
and a leading conservationist - took to
the forest around present-day Ridgway
with companion Hiram Frost in 1883,
they didn't worry about encountering a
hunter behind every tree. They were, if
anything, among the few deer hunters
left in the state.
Their adventure revealed both the
gloom of what was and the hope of what
could be.
As the sun rose over Elk County, the
men jumped a bedded-down buck from a
thicket. They tracked the animal for two
days through 6 inches of snow. Phillips
finally took it with his rifle at dawn of
the third day.
Stunned and thankful, he also worried
no one ever again would get the same
opportunity.
" During all that long chase we did not
cross another deer track, " he recalled. " As
soon as we stood over the dead buck I
said to my friend, 'I fear I have killed the
last deer in Pennsylvania. I will never kill
another in this state.' "
He wouldn't, but not because they
vanished. In fact, populations exploded
over the next half century-plus. While
there were only about 300,000 whitetails
left, total, nationwide by 1883, by 1952,
hunters reported killing 72,534 in Pennsylvania
alone. The state's 2020 harvest
was estimated at 435,180.
That turnaround came about in part
because of the end of the earlier " Deerslayer
Era, " when hunting largely went
unregulated and market demands for
game meat pushed some hunters to shoot
hundreds of deer per year, and thousands
in a lifetime.
One Berks County hunter claimed
to have killed 3,500 deer in his lifetime,
including " 225 in one season, six in one
day and two in one shot. "
Maybe he did, maybe he didn't. Such
claims always are questionable, and
historical accounts often are unreliable.
But at a minimum, the records that exist
suggest the magnitude of damage brought
about by unregulated market hunting and
the absence of a true conservation ethic.
Market hunting was driven by the
expansion of Pennsylvania's large cities,
such as Philadelphia, Harrisburg and
Pittsburgh. Venison was in high demand
because it was abundant and therefore relatively
inexpensive. That made it a ready
alternative to beef for the working poor.
Animal byproducts like bear grease and
beaver furs also were hot commodities.
Many entrepreneurial hunters and
trappers jumped to provide urban markets
with those goods.
