The Trump Cabinet:
Signals from an
Emerging Paradox
INTRODUCTION: THE TRUMP CABINET
A
lthough Donald J. Trump's initial actions as president,
particularly his executive orders concerning free trade, over
his first month and half in office would seem to confirm his
independence from official Washington, his closest advisers and
cabinet selections seem to lean toward the chorus of the Washington
establishment. At the same time, think tanks across the political
spectrum from the rightward leaning American Enterprise Institute
(AEI) to the left side of the aisle Brookings Institution have, at times,
alluded to Mr. Trump's cabinet as a "team of rivals." While foreign
policy may provide the best illustration within the Trump administration
of this paradox of rivals from within the establishment, where the team
is made up of individuals from three different national security factions
-America Firsters, religious warriors, and traditionalists-the
following is an attempt to glean some signals from President Trump's
cabinet choices in the areas of Trade, Foreign, and Economic policy.
TRADE POLICY
The key cabinet members and White House appointees in
the area of trade policy seem to reinforce the general trade
themes of the Trump campaign. Most notably, Wilbur Ross
(Commerce Secretary), Robert Lighthizer (U.S. Trade Representative), and Peter Navarro (Director of the White House
National Trade Council) have all called for a tougher trade

policy toward China specifically and greater trade enforcement generally; more aggressive use of anti-dumping and
countervailing duty cases, including self-initiated cases by the
Commerce Department, are expected to be a major feature
of Trump administration trade enforcement. A major break
with the Obama administration's approach to trade, will be
the Trump White House's pursuit of bilateral trade deals rather
