Executive Summary
Mondelēz International is the home to some of the
world's most well-recognized consumer brands in more
than 150 countries - OREO, belVita and LU biscuits;
Cadbury Dairy Milk, Milka, and Toblerone chocolate; Sour
Patch Kids candy and Trident gum. We have a rich portfolio
of strong brands - both global and local. Our global
brands are beloved around the world, and our local jewel
brands - including Cote d'Or and Alpen Gold chocolate,
Tate's Bake Shop cookies, and Kinh Do biscuits - are
intertwined with the fabric of particular counties and play a
unique role to satisfy consumers' demands for local taste.

Food safety culture must start at the top of any organization,
and that is why the Mondelēz International Quality
Policy endorsed by company Chairman and Chief Executive
Officer Dirk Van de Put embeds Food Safety and
Quality compliance right at the heart of the organization
with a common purpose of 'Snacking Made Right.' The
Quality Policy in 'Snacking Made Right' commits to maintain
a 'relentless focus on Food Safety and Quality' and
affirms that our commitment to 'food safety will not waiver.'
Food safety is therefore a 'way of working' at Mondelēz
International, and our processes are designed to ensure
we put consumer safety at the forefront of everything we
do. Our food safety and quality approach is recognized
across the industry, and our subject matter experts are
well respected in the industrial, academic, and regulatory
communities.
Food Safety is Delivery Through a Consistent
Approach
The backbone of safety and quality is our Quality
Management System that provides the framework through
which we deliver risk-based controls across our global
operations in a consistent and effective manner.
The risk-based controls are underpinned by our team
of subject matter experts who work collaboratively within
the organization and with external stakeholders to ensure
the application of the best science in their policy development
and decision making. The Food Safety Policies
and Standards are where these risk-based controls are
documented and provide for a seamless approach to the
control of common hazards.

Microbiological, chemical, and physical hazards as
well as allergens are comprehensively addressed through
this structured approach, and emerging hazards are captured
through our Horizon Scanning function, working to
predict and mitigate potential new threats.
Sanitation forms a particular focus area for Mondelēz
International, and our global sanitation program delivers
on the mission of 'The Foundations Made Right,' recognizing
that sanitation is a fundamental building block for food
safety and quality. Our dedicated global sanitation team
works to deploy the latest and best approaches to design
and operation throughout our manufacturing unites.
A multi-national business with a global offering like
Mondelēz International is faced with a complex regulatory
challenge, and we heavily invest in expertise to ensure
regulatory compliance. We pride ourselves in not being a
'legal minimum business,' and we fund significant consumer
outreach, for example on allergen labeling, to ensure
our on-pack information helps our customers meet their
exacting needs.
Mondelēz International recognizes the safety and
quality of our products are a collaborative effort throughout
the supply chain. We work closely with our supply partners
including those providing our critical raw materials or making
our products under license using a strategic supplier
management program incorporating training, shared learning,
and a risk-based audit program.
Our aim is to get safety and quality right every time,
but a critical component of any effective system is a solid
framework to deal with times when things do not go to
plan. Our Special Situation Management Team sits ready
and waiting to support the business when needed as a
critical component of our Quality Management System.
Measurement is an important component in food safety
and quality assurance to provide key information regarding
'conformity' in its broadest sense. The measurement
of raw materials, suppliers, process, product, equipment,
environment, and people is all done with a clear purpose,
using the most robust methodology and with established
criteria for judging success and failure. Whether it is
measuring the conformity of a supplier through our global
auditing team, critical control points in production by our
factory teams, or microbiological or chemical contaminants
in our finished products, we have established processes
and procedures to ensure this is done consistently and
effectively throughout our business.
For example, our analytical assurance program is
designed to deliver against our principles of the 'Four Rs' -
right test, right place, right time, right cost - and therefore
offers a mixture of conventional and novel approaches to
testing including Near Infra-Red, Polymerase Chain Reac
