Glossary
A Solid Foundation
The background screening industry is surrounded by complex regulation, but
this glossary of commonly used terminology can help simplify the process.
Adjudication
The act of making objective hiring judgments by
comparing candidates' background screening outcomes
to a company's predetermined hiring criteria or
standards. This helps to automate the hiring process
and remove unintended bias.
Adverse Action
The decision to deny a candidate employment or
promotion based on the results of a background screen.
Acquittal
The result of a criminal trial in which the accused is
found to be innocent of a crime.
Authorization
Written permission from the applicant or employee for
whom the background check will be conducted.
Background Check/Investigation/Screen
The collection of information about an applicant's
history used to make an employment decision. This
may include a record of arrests and criminal charges
even if they did not lead to a conviction, credit reports,
public records such as bankruptcy filings, and civil court
proceedings.
Ban the Box
Legislation intended to provide a second chance for
workers with criminal records by removing the criminal
history check box from job applications and delaying
background screens until later in the hiring process.
Consumer
The subject of a background check who is seeking
employment or promotion.
Consumer Report
One of two official terms for a background check,
according to the Fair Credit Reporting Act.
Consumer Reporting Agency (CRA)
A background screening company that collects and
evaluates applicant information for companies seeking a
consumer report.
Conviction
The result of a criminal trial in which the accused is
charged as guilty of an offense by a judge or jury.

Cost-per-Hire
A common measure used to evaluate the cost of
recruiting and hiring new employees. Typically, this
metric includes factors such as job board fees, recruiter
compensation, referral bonuses, relocation costs, preemployment
screening costs, and skills assessments.
Credit Report
A summary of a candidate's credit history, sourced from
a major credit bureau, that is occasionally taken into
consideration when making hiring decisions.
Disclosure
The process of informing a candidate or employee that
they will be the subject of a background screen.
Dismissal
A criminal case that has been disposed without further
consideration due to lack of sufficient evidence.
Dispute Process
The process by which incorrect information on a
background report is identified and brought to the
attention of the CRA. This does not always result in
changes to the original report.
Drug Testing
An examination of a biological specimen to determine
prior drug use and detect the presence of specific drugs.
End User
The recipient of a background check, such as an
employer or landlord.
Equal Employment Opportunity (EEO)
A series of employment laws regulated by the Equal
Employment Opportunity Commission which prohibit
job discrimination in the workplace on the basis of race,
color, religion, sex, national origin, or disability.
Equal Employment Opportunity Commission (EEOC)
An independent federal agency responsible for
enforcing laws that prohibit discrimination against job
applicants. The EEOC has the authority to investigate
charges of discrimination against employers and file
lawsuits to protect the rights of individuals. The agency
also works to prevent discrimination through education,
outreach, and technical assistance programs.
