renewable sources. In other
words, EVs are ZEVs as far as
GHG emissions are concerned
only from a " tank-to-wheel "
perspective, and not from a " wellto-wheel "
one. Even assuming an
unprecedented, tremendously
rapid development of a carbonfree
grid (at a kind of " COVID-19
vaccine development speed " ,
which is, in my opinion, quite
unlikely) that could lead to zero
in-use GHG emissions for EVs in
the near future, the real impact of
all different propulsion
technologies would have to be
evaluated through a more
comprehensive life cycle
assessment (LCA). This would
include new vehicles
manufacturing processes as well
as end-of-life recycling. As a
matter of fact, our environment
will feel the real effects of
anthropogenic emissions, and not
the circumscribed effects
considered by the legislature.
In this perspective, a recent
study by FVV, a Germany-based
worldwide innovation network,
provided a comprehensive
analysis of different powertrain
technologies for the European
transport sector. It concludes
that " overall cumulated
emissions vary much less across

different powertrains (e.g. electric vs. combustion
engines operated with carbon-neutral energy carriers)
than typically expected... " and that " the speed of
deploying GHG-neutral mobility solutions ... is much
more important than the choice of technologies. ....
The majority of GHG emissions are caused by the
phase-out of the vehicle fleet, which is still operated
with fossil energy carriers. Therefore, the faster a
defossilized vehicle fleet can be introduced, the lower
are the cumulative GHG emissions and the impact on
climate change. "
Among the remarkable findings of this study, the
authors concluded that " the ramp-up speed of fully
sustainable technology pathways is the decisive factor
for minimizing the global warming impact of the
transport sector, and a mix of carbon-neutral
pathways (energy forms and powertrains) can speed
up the transition to GHG neutrality significantly
compared to single-technology scenarios.
And, finally, a chilling and definitive statement:
" despite assuming ideal conditions for infrastructure
and material availability, defossilization of the EU27+UK
road sector is not possible within the 1.5°C Paris target. "
