How safe is safe enough
for autonomous vehicles

by the effects of the technology operating
on public roads. Decisions should not be,
as they are now, based on technical
evaluations performed solely by the
company according to secret criteria.
Those companies have spent billions of
dollars on development, but also have a
fiduciary responsibility to stockholders to
deploy as quickly as possible, even if data
supporting safety evaluation is incomplete
or provides only questionable assurance.
Other stakeholders such as consumer
safety advocates, community
governments, and equity advocates are
being frozen out of the conversation due to
industry-sponsored state laws that prohibit
cities from having a say in AV testing
operations on their own streets. The AV
industry needs people to trust it to be
successful. That trust needs to start with
wider inclusion of stakeholders, and more
transparency as to safety goals and safety
data. Perhaps the industry could even
publicly pledge to follow its own safety
standards (SAE J3018 for road testing
safety; ISO 26262, ISO 21448, ANSI/UL
4600 for driver-out operation). Just a
thought.
We all look forward to having safer
roads, and vehicle automation technology
could play a starring role. But before we
get there, we need to answer some hard
questions. Who gets to decide it is time to
deploy AV technology? What role should
safety play in that decision? Also, what
exactly do we mean by " safe, " and how

safe need that be before it is OK to deploy
still-maturing AV technology? The AV
industry should work more closely with
other stakeholders to come up with better
answers to these questions so that it will
be able to deploy its technology in a
responsible and timely manner. Most
importantly, the industry should prioritize
earning legitimate trust in their safety
approach, which is in everyone's best
interest. n
