SAE J3108/1 as an identification
method for alternative fuel vehicles

refuses to require having manufacturers
mark alternate fuel vehicles, and
manufacturers will not do so on their own.
While the SAE J3108/1 RP was written with
the intent of the stickers being placed on
license plates, New York has taken a
different approach by requiring the stickers
on both the windshield and lower corner of
the rear window. This was done because
vanity and other license plates may be
transferred to non-battery vehicles, so the
RP has been re-opened for revision to
accommodate this, to take the opportunity
to make clarifications, and to better align
with aspects of ISO 17840. n
ABOUT THE AUTHOR
Robert Swaim is an internationally recognized expert in
lithium batteries and power systems, both in aviation
and motor vehicles. Starting in aviation as a teenager
and licensed airplane mechanic, he later worked for
aerospace firms around the world as an engineer until
becoming an accident investigator at the National
Transportation Safety Board (NTSB) for 32 years. At
retirement, Swaim achieved the unique position of being
the NTSB's national resource specialist for aviation
systems engineering. He also served as accredited
representative of the United States for international
investigations, investigator in charge for domestic
investigations, aviation cyber-security expert, and other
roles as required. Since leaving the NTSB, Swaim
launched the consulting group How It Broke and
developed ISO 17840-based EV firefighting classes. He is
a member of the SAE J2990 Hybrid and EV First and
Second Responder Task Force and teaches SAE
professional development courses such as
Fundamentals of High-Voltage xEV, Safety, and PPE
(C2001).
