Training to meet new FAA requirements
In April, the Federal Aviation Administration
(FAA) issued new requirements for charter
airlines, commuter airlines, air tour
operators, and certain aircraft manufacturers
to implement a Safety Management System
(SMS). Depending on the operation, these
organizations have one to three years to
develop an SMS.
" An SMS provides a structured,
repeatable, systematic approach to
proactively identify hazards and manage
safety risk, " the final rule explains. " With
implementation of an SMS, these aviation
organizations will be better able to develop
and implement mitigations that are
appropriate to their environment
and operational structure. "
To assist industry in
addressing the FAA's
mandate, SAE offers two
aviation SMS courses:
* Safety Management Systems
for Design, Manufacturing, and
Maintenance Providers in Aviation
(C2215)
* Safety Risk Management and Safety
Assurance for Design, Manufacturing,
and Mantinenance Providers in Aviation
(C2216)
Each of these two-day courses provides
hands-on instruction and guidance for
creating and maintaining a robust SMS. The
former, C2215, focuses on the

implementation of an effective SMS,
including safety policy, safety risk
management, safety risk assurance, and
safety promotion. The latter,
C2216, builds upon the concepts
introduced in C2215.

in my opinion, the most
important feature of an
SMS-is a focus on the
organization behaviors that
contribute to the introduction of safety
hazards, identification of those hazards,
and management of the resultant risk, "
