Ward J. Atkinson
Andersen (EPA), and others-
organized the partnership that,
in one year, researched,
developed, agreed SAE and UL
standards, agreed no patents,
and brokered agreement of
global OEMs to implement
refrigerant recycling procedures
in their dealerships under the
new car warranty. This was the
first time an OEM authorized the
use of used parts (recycled
refrigerant) for warranty service
and repair. Close to one billion
dollars in recycling equipment
sales followed over the next few
years.
He kept the partnerships with
EPA alive and guided the
association to restrict CFC-12
purchases without certification
(since 1992, a Section 609
certificate is required to
purchase MAC refrigerants,
including R-12, R-134a, and
R-1234yf), promote best
practices in service, and public
service promotion of " repair
before recharge " (no top-off of a
leaking system).
For a decade, with Bill Hill and
partners-including SAE and
EPA-Ward ran the world's
largest green MAC technology
workshop: the Phoenix Forum

Ward and MACS
Ward first got involved with MACS when he met
Simon Oulouhojian at the first CFC meeting held by
the EPA in the 1980s. Ward and Simon were the same
age (born just two days apart... Ward was older), and
they became fast friends.
Over time, they developed a rapport and decided
to work together to strengthen both MACS and the
SAE ICCSC by working to bring engineering and
service together in a way that had never been done
before. It was clear that service needed technical
information from the engineers, and engineers
needed service information from the field.
Ward and Simon were both very active with the
EPA and UN during the original Montreal Protocol
process, which was signed in 1987, and the Clean Air
Act Amendments, which became law in 1990. For
their work, they were both recognized by the EPA as
" Champions of the World " when they were awarded
in 1990 with one of the first Stratospheric Ozone
