NAMA leadership visits Capitol Hill,
presses for milling's concerns
WASHINGTON - The leadership of
the U.S. flour milling industry visited
Washington April 20-21 for a series of
high-level meetings with Bush administration officials and congressional staff
members. The millers brought to Washington both concerns and advice relating
to key issues facing the U.S. farm and
food industries.

of Agriculture for Farm and Foreign
Agricultural Services J.B. Penn. The millers discussed four key issues with the
Secretary, including biotechnology, food
aid, nutrition policy and farm programs,
including the Conservation Reserve
Program.
The executive committee expressed

aid emergencies "cannibalizing" development programs in poor countries
funded through P.L.480 Title II. The millers said they were opposed to a proposal
in the President's budget for fiscal 2006
that would transfer $300 million from
the P.L.480 Title II budget to the State
Department for purchasing products incountry. They pointed out that corruption and lack of expertise in buying in
recipient countries made pre-positioning
of U.S. food for export to needy countries a better system.
The millers emphasized that "in-kind"
food aid, the direct provision of food to
the hungry as opposed to grant aid that
could be used to buy food or other items,
must be defended by the U.S. in World
Trade Organization negotiations.
And they pointed out that U.S. food
aid has been the single most important
face of the U.S. to extend abroad and
that it should be expanded as a national

longer was necessary and was a holdover from an event now several years
past. The millers also said they were
concerned that the government might
be contemplating yet another testing
regime in response to Bt10 corn.
The millers complained that the Conservation Reserve Program has taken out
of production millions of acres of land
that are not environmentally sensitive,
and they urged reformed farm policy
that would be based on programs that
reflect market signals.
The milling executives told Mr.
Johanns they were excited about the
MyPyramid approach to nutrition information. They said NAMA supports educating the public on the benefits of grainbased foods through the Grain Foods
Foundation, the Wheat Foods Council
and the Home Baking Association.
In addition to the meetings of the
executive committee with Mr. Johanns
and Mr. Penn, NAMA teams met with
the following persons to discuss international trade, food aid and other issues:

Doug Norell and Ann Smith, Catholic
Relief Services; Bert Farrish, deputy
administrator, commodity operations,
at the U.S.D.A.'s Farm Service Agency;
and Robin Tillsworth, assistant deputy
administrator, export credits, Foreign
