W
hile it's true that the November
presidential election looms
large over Capitol Hill in 2016, it
has nevertheless been an interesting and busy year for
policymakers and the food industry.
When Rep. Paul Ryan (R-WI) took the gavel as Speaker of the
House last fall, he and Senate Majority Leader Mitch McConnell (R-KY) pledged to return the House and Senate to regular
order, with the budget and appropriations bills advancing
through their respective committees and to the floor. However, as often happens, the process became complicated. The
House budget proposal stalled this spring. And so far, none of
the twelve appropriations bills have been signed into law. That
means a continuing resolution or omnibus spending package will be needed to keep the government funded when the
fiscal year ends on Sept. 30.
