New Trustees
Appointed to Thaddeus
Stevens Board

ov. Tom Wolf nominated and the state senate confirmed the appointments of Tom Baldrige, Donald "Chip"
Cargas, Jr., Michael Maguire and Jeffrey Sterner. They join trustees Paul Hoffer, Patricia Hopson-Shelton
and Richard Watson, whose reappointments were also confirmed.
"The Thaddeus Stevens College community is pleased to have our existing Board members reaffirmed and excited
about the diverse and rich experience the four new Board members bring to the College," said Thaddeus Stevens
president William Griscom. "The Board represents the public we serve, and it is responsible for determining our
path to the future and ensuring our performance matches our purpose."
Tom Baldrige has led the Lancaster Chamber since 2000. During
his tenue, the organization has twice been named national Chamber
of the Year by the American Chamber of Commerce Executives.
Formerly president of the Lancaster Alliance and assistant director
of communications for the PA Senate, Baldrige also serves on the
boards of Leadership Lancaster, Economic Development Company of
Lancaster County, Discover Lancaster, the Workforce Development
Board, the Lancaster County Transportation Authority and the City
Reinvestment and Improvement Zone (CRIZ) Authority. He received
an honorary doctorate from Thaddeus Stevens in 2016.
Tom Baldrige
Chip Cargas
Chip Cargas is founder, chairman and CEO at Cargas Systems, an
employee-owned business software company based in Lancaster.
Founded in 1988, the company has grown to 99 employees and is
poised to move into a new, larger facility in the city in the spring
of 2019. Cargas previously served on Thaddeus Stevens' community
advisory council and received an honorary doctorate of public service
from the college in 2013. His term runs until 2023.
Michael Maguire assistant director of the political and legislative
department at AFSCME Council 13. He is a graduate of Thaddeus
Stevens, plumbing, Class of 1989. The Philadelphia native previously
worked for Brubaker, Inc. and as a housing inspector for the City of
Lancaster. He serves on the board of the Keystone Research Center,
a Harrisburg think tank, and volunteers with various youth and high
school sports organizations. His term runs until 2021.

Jeff Sterner
Jeff Sterner is president and CEO at High Industries, where he has
served in leadership for 20 years. High Industries comprises affiliates
High Steel Structures LLC; High Concrete Group LLC; High Steel
Service Center LLC; High Structural Erectors LLC; High Transit LLC;
High Construction Company; and Greenfield Architects Ltd. He also
serves on the boards of the American Institute of Steel Construction,
American Road & Transportation Builders Association (ARTBA)
and the Evangelical Theological Seminary. His term runs until 2019.
