SpotlightOnSuccess Submarine Drive-In Magnetic Silencing Facility, Beckoning Point, Pearl Harbor A joint venture of two of Hawaii’s leading military contractors, the Beckoning Point project at Pearl Harbor combines the expertise of Healy Tibbitts’ waterfront and dredging experience with Watts’ waterfront facilities and infrastructure experience. “The entire project,” says Healy Tibbitts President Rick Heltzel, “was successfully completed as an integrated team effort capitalizing on the depth of knowledge and experience of both partners.” A Complex and Vital Project “The overall work encompasses the construction of a new magnetic silencing facility including a new nonmagnetic concrete drive-in deperming pier for submarines and a new 4,405-square-foot rectifier building, plus a new 205-square-foot generator building,” explains Vince Fragomene, construction manager for Watts on this Navy job. The $87,287,274 million project consists of both design-build and design-bid-build components. “Watts-Healy Tibbitts performed nearly 90 percent of the work,” says Fragomene, “including pile-driving, dredging, precasting piles and pier planks, pier concrete construction, pier mechanical and electrical utilities, existing pier demolition, in-water demolition, earthwork, civil utilities, grading operations, landside electrical work and concrete building foundations.” To give some idea of the complexity and extensiveness of the work involved, he further explains in detail the many aspects of the project: Building industry | JANUARY 2012 | 47 Design-build portion: “This work included site clearing and development; waste collection systems for collection-holding transfer (CHT) and oily wastewater oil (OWWO); site water system including fire hydrants; site electrical system including underground primary and secondary electrical distribution systems as well as underground communication and infrastructure systems; a rectifier building including transformer/rectifier assemblies plus a
