NewsBeat DHHL Breaks Ground on Big Island The Dept. of Hawaiian Home Lands has broken ground for the Big Island's future homestead community of Lai Opua Village 4, Akau in Kealakehe, Kailua-Kona. Phase I of the new residential development subdivision for 117 HHL beneficiaries and their families is located on 33.9 acres south of Kona International Airport. Isemoto Contracting Co. is the general contractor, with R.M. Towill Corp. providing construction management services and Engineers Surveyors Hawaii, Inc. providing design consultation services.
