NewsBeat Two New Rail Contracts $165M Under Budget The City and County of Honolulu awarded two more rail contracts on March 21, both of which, combined, came in $165 million under budget. Ansaldo Honolulu, a joint venture of Ansaldo STS and Ansaldo Breda (which is teamed with Watts Constructors, LLC), was awarded the $574 million core systems contract and will be responsible for manufacturing an initial order of 80 train cars for the rail system, as well as providing power and communications for the system. The contract came in about 27 percent under the current project estimate. Ansaldo also will operate and maintain the rail system. Kiewit Infrastructure West Co. was awarded a $372 million design-build contract for the design and construction of the 3.9 mile second phase of the guideway from Pearl City to Aloha Stadium. Called the Kamehameha Highway Guideway, the contract came in about 17 percent above the current project estimate. Kiewit will be responsible for construction of the elevated guideway, installation of train tracks, and restoration of the road surface along the route. “Not only are we creating much-needed jobs with these and other rail contracts, but we are also saving taxpayers’ money by making the most of the competitive bids coming in for the project,” says Mayor Peter Carlisle. The city has saved more than $300 million in construction costs on the four construction contracts awarded to date and is scheduled to award the design contract for the third section of the route from Aloha Stadium to Honolulu Airport later this year. The final two phases of the rail alignment from Honolulu Airport to Ala Moana Center will be built through a design-bid-build process. The train stations along the rail route will be designed and constructed through separate future contracts. Train service for the first leg of the transit route from East Kapolei to Aloha Stadium is scheduled to begin in 2015, with full service along the entire 20-mile route from East Kapolei to Ala Moana Center in 2019. Drill testing in East Kapolei in preparation for the start of construction of the first phase of the rail project RAIL KEEPS MOVING Circuit Court Judge Gary Won Bae Chang ruled in favor of the City and County of Honolulu and State of Hawaii on March 23, dismissing a lawsuit that alleged the city and state did not follow state laws on protection of Native Hawaiian burials, granting the city’s motion for summary judgment. “Today’s ruling underscores the fact that the city has complied with applicable laws and that the process met the proper requirements,” says Mayor Peter Carlisle. Chang also denied a separate motion for a preliminary injunction to stop the project until conclusion of a trial on plaintiff’s contention that an Archaeological Inventory Survey (AIS) had to be completed for the entire 20-mile project alignment before work on the project’s first phase could begin. An AIS identifies and documents historic properties and burial sites in a specific area. In his ruling, Chang concluded that the city and state have complied with state law, and that the law allows a separate AIS to be completed prior to construction for each phase of the rail project, as the city had planned. The Federal Transit Administration, the city, the state, and other groups have entered into a Programmatic Agreement that governs how historic properties, including burials, will be treated. Under that agreement, an AIS has been completed for the first phase of the project and an AIS for each of the remaining three sections will be completed prior to the final design and construction work in those areas. 8 | BUILDING INDUSTRY | MAY 2011
