Enabling Village is the first development
in Singapore creating a facility aimed at
integrating persons with disabilities into society.
Completed in 2015, the project is based
in a repurposed school and consists of a
mix of community amenities, lifestyle retail
facilities, social service agencies, offices, and
inclusive programming. In addition, it provides
a range of services focused on disability-inclusive
training and employment.
The school compound originally had
been designed to be inward looking, with a
perimeter fence, slopes, driveway, and car
park, making it neither very welcoming nor
well integrated with the community. However,
management at Enabling Village believed
that access to the facility should be as open
as possible to foster a community that welcomed
people of all abilities and boosted
integration with the local neighborhood.
This open-access policy has proved to be
a resounding success. Local residents now
commonly access the site to enjoy its green
spaces, use it as a shortcut, or frequent its
shops and cafés. The retail offerings not
only attract the general population, but also
generate revenues that fund the project's
support services.
Design elements introduced during the
repurposing were implemented at low overall
cost but have been thoughtfully calculated
both to serve a range of disabled users and
draw in the public. The disability-friendly
amenities introduced include wheelchair
access both in interior spaces and outside,
classrooms for learning new skills and job
training, a dedicated caregiver space, Singapore's
first playground serving both ablebodied
and disabled children, a similarly
inclusive preschool, a community gym with
specialized equipment, and an assistive
technology center.
The jury lauded Enabling Village for creating
a dedicated and supportive environment
for people with disabilities to receive job
training and education. The project demonstrates
a successful model for integrating disability
services and accessible design into an
existing community.
A secondary drop-off area is designed at the Nest
and playground blocks, making it convenient for
visitors, especially people with disabilities.
