AND THE ULI FOUNDATION
The Urban Land Institute is a nonprofit education
and research organization that was founded in
1936. Its mission is to shape the future of the
built environment for transformative impact in
communities worldwide.
Make Housing Attainable for All

ULI made housing
attainability one of its
three global mission priorities
in 2021 because
our members told us
it is a top priority for
them. Large cities have
been contending with
the shrinking supply of
housing for lower- and
middle-income households,
but increasingly
secondary and tertiary
cities are being significantly
affected as well. In
essence, this is about creating equitable
cities. We must ensure that folks who dedicate
their lives to serving cities can afford to
live in, participate in, and enrich the communities
they serve.
What gives me hope is that so many ULI
members are willing to devote time, knowledge,
and money in service of solving this
issue. I want to particularly acknowledge
Ron Terwilliger, founder of ULI's Terwilliger
Center for Housing, who recently increased
his gift to the Terwilliger Center by 40 percent,
and Preston Butcher, member of the
ULI Foundation James Rouse Society, who,
with his wife Carolyn, recently donated $1.5
million to the ULI Foundation to fund the
Institute's Homeless to Housed initiative.
In the United States, out of 112 regions
studied for the ULI Terwilliger Center 2022
Home Attainability Index, none was above
the median on all attainability metrics, and
only 11 were above the median on more
than two-thirds of the metrics. The challenge
exists worldwide: according to the
International Monetary Fund's Global Housing
Watch, the price of housing-both for
sale and for rent-has grown more swiftly
than incomes in most countries.
ULI is as well positioned as any organization
to advance the conversation on this
issue. Since 2007, the Terwilliger Center for
Housing has carried out extensive research
on housing in the United States, providing
advisory services, convening technical assistance
panels, and publishing studies and

reports designed to disseminate best practices,
share expertise, and help overcome
barriers to increased housing production.
In 2022, ULI launched the Asia Pacific
Centre for Housing, which released the first
ULI Asia Pacific Home Attainability Index.
This year, the first ULI Asia Pacific Housing
Conference takes place in Manila, bringing
together key stakeholders from the public
and private sectors to address the housing
attainability challenge. In Europe, ULI has
been studying for years innovations that
help address this challenge, most recently
releasing The European Coliving Best Practice
Guide, which focuses on an emerging
opportunity to help solve the housing crisis.
In the United States, ULI also connects
district councils and members who are
facing similar kinds of challenges so they
can share tools and lessons learned. We've
recently launched the Attainable Housing for
All Campaign, which brings together members
across district councils, provides expert
speakers, shares the work of the councils
with a national audience, and convenes
study panels to improve home attainability
and equity.
This kind of knowledge sharing is important
to help smaller municipalities, which
often lack the staff, resources, or experience
with housing challenges to understand the
intricacies of successful strategies and sort
through the complexities of ever-changing
state and federal legislation. Large cities are
also testing new policies, and we need to
understand how these policy changes are
working. I'd like to highlight here the work
of two U.S. district councils that are working
at the housing attainability front.
ULI San Francisco's Housing the Bay
initiative in May holds its sixth conference,
which annually draws several hundred
members to address strategies to reduce
construction costs, attract capital, and avoid
gentrification and displacement. Because
the city's office market has been hard hit
by the rise of remote work, the council has
partnered with the nonprofit public policy
organization SPUR to assess the feasibility
of office-to-residential conversions in some
