Recommendations from and Impact of Six
Advisory Services Panels, which highlights the
essence of each panel, spotlights recommendations
that led with creative placemaking, and
discusses post-panel impact of implemented recommendations.
The stories that emerged from
this research also illuminate how creative placemaking
contributes to equitable development
and aligns with ULI's commitment to diversity,
equity, and inclusion in real estate.
The panels examined were convened from
2017 to 2021, which is a brief time to ascertain
quantifiable benefits. However, a majority of
the panel case studies reported social impact,
many anticipated economic impacts over
time, and one reported health and environmental
impacts.
The scope of the research involved interviews
with panel sponsors, ULI panel chairs, and community
and government stakeholders, coupled
with a review of related reports, studies, and
press. This deep dive into the six panels revealed
that creative placemaking delivers stakeholder
benefits along three dimensions-social, economic,
and environmental and health-and
offered important lessons about how to optimize
these benefits and thereby the value of a real
estate development project.
Six Case Studies
The selected panels represented a wide range
of land use challenges. A panel in Raleigh, North
Carolina, examined new development sandwiched
between two racially diverse neighborhoods
south of the central business district. Two
panels were convened to examine the impacts
of climate change-one in St. Croix, U.S. Virgin
Islands, in response to catastrophic damage
from back-to-back Category 5 hurricanes,
and the other the threat of rising seawaters in
Miami Beach. Two studied the revitalization of
neglected areas-a historic community in New
Orleans and a historic university in Raleigh,
both in thriving downtown districts. The sixth
examined the restoration of a historic downtown
neighborhood in Nashville after a bombing.
Examination of the impact of creative placemaking was
carried out through review of the impact of these six
panel reports.
New Development
Downtown South, Raleigh, North Carolina: A Revitalization
and Investment Strategy for Raleigh's Southern Gateway.
A planned $2 billion mixed-use residential, office, and
retail complex-to be situated between two diverse communities-is
eventually to be anchored by a 20,000-seat sports
and entertainment center.
Climate Resilience
Christiansted, St. Croix, U.S. Virgin Islands: Strategies for
an Equitable and Resilient St. Croix. Located between the
Caribbean and the North Atlantic Ocean, St. Croix suffered
an over $10 billion loss from back-to-back Category 5 storms
in 2017.
Miami Beach, Florida: Stormwater Management and Climate
Adaptation Review. Miami Beach, facing rising seawaters
as a consequence of climate change, created a robust
resilience plan that could fortify the city and help it maintain
its reputation as an art-filled, art-inspired place.

Urban Revitalization
Charity Hospital, New Orleans, Louisiana: Development
Scenarios for Reuse and Revitalization of Charity Hospital.
Shuttered after the 2005 devastation of Hurricane Katrina,
this facility, which had served New Orleans residents for
many decades, could spark an equitable, inclusive, and economically
explosive community revitalization.
Shaw University, Raleigh, North Carolina: Advancing the
Mission through Real Estate and Community Partnerships.
Among the country's oldest historically Black colleges and
universities (HBCUs) and located in the heart of the central
business district, Shaw holds valuable real estate assets and
priceless history that could bolster its ailing finances.
Nashville, Tennessee: Restoring Nashville's Birthplace. A
2020 bombing that caused damage and destruction of buildings
in the city's historic Second Avenue downtown district
was a tragedy, but also presents an opportunity to build
back better and realize the city's long-held dreams.
