Monaco continued. The horse
suffered from a respiratory condition
called COPD, and as the sedative
wore off and Phoenix tried to stand,
he collapsed in respiratory arrest.
The owner's vet was able to perform
an emergency tracheotomy that
started Phoenix breathing again,
and he was soon in a stall on his
way to recovery.
Dr. Gimenez noted, " Little Fork is
on the cutting edge of implementing
TLAER techniques because of the sheer
number of rescues to which they respond.
Their volunteers not only attend regular
training and perform scheduled maintenance
of their equipment, but also use ICS
organizational structure for their deployments
to rescue scenes. " She added, " Their
professionalism and willingness to help
other jurisdictions has made them a go-to
resource for Virginia emergency managers. "
As part of each rescue effort, an incident
commander and safety officer is always
present. ICS vests are issued to volunteers,
with extra helmets provided for the owner
and the veterinarian. Lieutenant Melissa
Mainville, the team's resident animal
behavior specialist and a horse owner
herself, helps prepare team members as
to what to expect from the animal.
" While what works in one situation
might not work in the next, " she said,
" it's critical to be innovative when you
are trying to safely move a 1,000-pound
animal that is terrified, does not
understand English and could even
kill you. "
Little Fork remains self-supporting,
with primary donations coming from
equine organizations and horse owners,
and is currently raising funds for a new
building. " We've tripled our equipment
over the last five years, adding a mudrescue
kit, three specialty hoists and a
tripod with steel cables that can lift over
10,000 pounds, " said Chief Monaco.
