But it is exaggerated overstatement, to
say the least, to characterize the Founders'
governmental system (which was
established in the Constitution 11 years
after the Declaration by a different group of
men) as " near-perfect " and " precisely
balanced to correct injustices. "
The original Constitution permitted the

each slave as three-fifths of a person for
apportionment of the House of

Mystery subject was June Carter Cash
(1929-2003). Born in Scott County, she was
a singer, dancer, songwriter, actress and
author who performed as part of the
Carter Family, winning five Grammy
Awards. In 1968, she famously became the
second wife of singer Johnny Cash. All
three of her children went on to successful
careers in country music. A distant cousin
of President Jimmy Carter, Cash was a
longtime supporter of the SOS Children's
Villages, a non-governmental international development
organization that has been working to meet the needs and
protect the interests and rights of children since 1949. Cash
was inducted into the Christian Music Hall of Fame in 2009.

governed them, women, was denied. In the
230 years since the ratification of the
Constitution, five presidents have been
elected who lost the popular vote, hardly an
expression of the consent of the governed.
The genius of the Founders was perhaps
best expressed in Article V of the Constitution,
providing a mechanism for amendment.
They recognized that they were human,
that the system they established had flaws
and would need to adapt to changing
circumstances and " the felt necessities of
the time " as Justice Holmes said.
So it is, perhaps, better to characterize
the system of self-governance established
by the Constitution as " perfectable, "
not near-perfect.

VIEWPOINT COLUMN EVOKES
APPRECIATION OF UNITED STATES
I thoroughly enjoyed the January Viewpoint
column by Richard Johnstone; it very well
stated what our founding fathers had in
mind and what great thinkers they were.
We visited Williamsburg this summer,
and a picture in our room made a great
impact on me ... it was sayings of Thomas
Jefferson shaped around his portrait outline.
I am made more aware of the need for us to
be our government, and not to allow it to
take us over too much. As Jefferson said,
the government should be afraid of the
people, not the other way around.
I am lightly traveled, but I have never
seen another country that I would choose
over the United States, and am proud and
very pleased to be a citizen.
