Co-ops: Small Enough to Innovate
One size does not fit all, nor should it
ormer General Electric Co. CEO Jack Welch once said,
" Change before you have to. " Cooperatives across
Virginia, Maryland and Delaware have used this mantra
to meet the diverse needs of their membership. From shared
solar programs to electric vehicle rates, cooperatives use
flexibility afforded them by being community-governed to
design and implement programs that work at the local
level.
While other large utilities are hamstrung to design
programs that work in both Arlington, Va. and
Arrington, Va., a cooperative in Greenwood, Del., can
design a program that works there, while a cooperative in
Denton, Md., can have a different program design that meets
the unique needs of its community.
In fact, many of the innovative cooperative programs that
originated at the local level have been used as models for
better utility policy across the mid-Atlantic.
Our region is poised to lead the way into the clean energy
economy of the future, and cooperatives are a shining example
of member-ownership as the key to innovation. When small,

not-for-profit utilities can innovate, it blazes a trail that
the rest of the energy industry can follow.
It's through the cooperative principle of autonomy and
independence that your cooperative is able to provide
programs and services that work for you. Our region has
some of the largest and smallest cooperatives in the country,
so one-size-fits-all programs don't always work well.
Cooperatives thrive when local boards can design
and implement programs that match the needs of
their members. Cooperatives pride themselves on
accountability and responsiveness to their members
- this motivation is fundamental to the cooperative
business model.
A local focus is inherent in the cooperative identity
- it keeps cooperative leaders nimble, efficient and
concentrated on their goals to improve service to their
members and communities they serve.
