good track of information between
visits, which adds to the relationship.
"Sen. Dick Durbin's office was very
well structured. I had three to four
meetings with him, and they kept very
good notes. He knew the year before
I asked about OSHA and EPA, so the
following year, they had someone in
there who was familiar with OSHA
and EPA relations."
Communicating Early
and Often
Michael Lowry, chief of staff for Rep.
Neal Dunn, R-Fla., said the best thing

that anybody can do is take the time
to talk to members of Congress and
their staff. He also recommends people
reach out early about a potential issue.
"You can say, 'We want to put it on
your radar.' When it does happen, you
don't have to go through the staff level
and educate everybody," he said.
Powell said it is critical to establish
a relationship with Capitol Hill staff
before needing to make an ask. "Weigh
in with a soft sell or simply general information on an issue that is not critical
early on," he said. "Then, if you have to
go to the mats, there is a conduit."
All too often, people wait to reach
out until a bill is moving along. "At
that point, we may or may not be able
to do something about it, but if you've
been talking with us all along about
what you think could happen and the
effect it would have, we're ready to
go," Lowry said.
While working on tax reform,
Lowry got a call two days before a
vote. "They thought they were going
to get a fix in the Senate, so they didn't
bother to talk to the House. When
they didn't get their Senate fix in, they
came to the House. At that point, the
cake was baked, so there was no time
to fix it," he said.
Lowry urged constituents to build in
enough staff time to work on an issue.
