few columns ago, I asked you to attend the panel
presentation on obsolete engine oils that was being
held at ILMA's Annual Meeting last October in Boca
Raton, Florida. For those of you who couldn't attend, let's
backtrack to that panel session for a moment, or at least my
part in it.
First, I provided a summary of the testing that ILMA does as
part of its quality testing initiative overseen by the Association's
Ethics Committee. As initially developed by an all-industry
task force, the Ethics program principally samples - on a
random basis - members' passenger car engine oils (PCEOs)
and tractor hydraulic fluids (THFs). Every year, the Member
Affirmation form you submit as part of your company's ILMA
membership renewal is reviewed to determine those members
who manufacture and/or market PCEOs and THFs. From the
listings compiled by ILMA staff from the affirmation forms,
I then generate a random list of 20 companies that each
market PCEOs and THFs. These two random "long lists" are
then submitted to a third-party collection agency that, along
with subcontractors, is asked to collect at least 10 samples
from each of these two long lists. The collected samples
are then blind coded and sent to the third-party testing
laboratory. This second organization then performs a set of
tests intended to determine if the products sampled do (or
don't) align to their performance claims.
Prior to the panel session last October, I reviewed this situation
with the ILMA Board, and the Ethics Committee and I were
authorized to modify the program by sampling members' APIlicensed PCEOs, as well as unlicensed products. We also were
authorized to modify the affirmation forms to ask members
directly for information on where to find their products,
whether it was at a retail counter they operate themselves or at
bulk sites, or online through a website. This development was
revealed at the panel session in Boca Raton.
Recently, I did a little audit of the affirmation forms submitted
by members for 2016. Unfortunately, one-third of those forms
(both the PCEO and THF lists) gave me no information on
where to find samples, even though they all claimed to market
at least one brand of PCEO (or THF).
The success of ILMA's quality testing initiative each year is
limited by the extent to which the collection agent (and its
subcontractors) can find members' products on the two
long lists. For some years, there was an additional hurdle put
on the PCEO collectors: They could only collect samples
of members' PCEOs that are not licensed with API. This
constraint has made it difficult most years to get at least 10 (or
more) samples of PCEOs from the long list.
