ILMA Advances Quality Initiatives
Q
uality. Integrity. Stewardship. I can't think of a more appropriate theme
for the 2018 Management Forum. ILMA has a long history of promoting
quality, integrity and stewardship through its Code of Ethics and quality
testing program. This year, ILMA is taking its commitment to quality
to another level with its initiative within the National Conference on Weights and
Measures (NCWM) to clean up obsolete oils in the retail marketplace.
As I write this column, I am at the NCWM meeting in St. Petersburg, Florida.
The conference had a detailed discussion about ILMA's proposal, with numerous
state weights and measures officials speaking in support of it. It's a proud moment
for our industry as we seek to ensure that motor oils in the retail marketplace, at a
minimum, be required to meet current API service categories. Of course, our proposal allows for certain "purpose-built" exceptions, allowing for uses such as antique
cars, hot rods, etc., with clearly worded labeling to hopefully eliminate consumer
confusion. It ties in perfectly with language in ILMA's Code of Ethics, requiring that
members "represent and market all products and services fairly and accurately."
Given the strong support within the NCWM, it is likely that the conference
will vote favorably on the issue in the future. While there was unanimous support
for the measure, several regulators requested editorial revisions to the language.
Over the next couple of months, ILMA will be working with stakeholders and
regulators to fine tune the regulatory language for presentation to the NCWM
Fuels and Lubricants Subcommittee at the annual NCWM meeting in July.
Once approved by NCWM, 19 states will automatically adopt these regulations,
and others will adopt them through a legislative process. The 19 states represent
about 70 percent of automobiles in the marketplace, thus becoming a de facto
nationwide ban of obsolete oils. Research shows that these obsolete motor oils
hasten damage to the engines and shorten the service life of the vehicle - even
when used as a "top-off oil" in vehicles.
At our upcoming Management Forum in Fort Lauderdale, Florida, the quality
issue will be a topic of a major discussion set for 10:45 a.m. on Friday, April 20.
Attendees will learn more about ILMA's NCWM initiative, as well as hear an
update on the new transmission labeling regulations that went into effect at the
beginning of this year. In addition, we will share the latest information about
states that are banning the sale of 303 tractor hydraulic fluids and learn more
about where that issue may be headed in the future, both in the states and on a
national level within the NCWM.
Over the next year or so, ILMA hopes to keep the focus on ethics and quality with
the development of some member education resources. Watch for details coming soon.
ILMA's Code of Ethics and the association's commitment to quality make for a
proud legacy. It sets our association of independent lubricant manufacturers apart,
and here at NCWM, it is noticed and appreciated by regulators.
