The 2019 K-REACH Preregistration Window

The redesign of K-REACH by the South Korean Legislature and corresponding regulatory authorities involved
many changes, some of which reflected new directional
thought. If you recall, this redesign involved primarily
"existing" chemical substances, which are those already
listed as part of the Korean chemical inventory (KECI).
Many of these details were described in a related article
in the August 2018 issue of Compoundings. Among all
the changes made, however, none is as salient and
precarious as the required preregistration window that
begins Jan. 1, 2019.
THE BASIC REGISTRATION REQUIREMENT
The new law requires the registration of all existing chemical
substances manufactured or imported at 1 ton per year (t/y)
during prescribed dates based upon tonnage bands or, in
some cases, based upon certain chemical hazard profiles. The
first round of registrations begins Jan. 1 and involves chemical
substances manufactured or imported at 1,000 t/y or more, as
well as chemicals that are classified as carcinogens, mutagens
or reproductive toxicants (CMRs). The deadline for registrations concerning this group is Dec. 31, 2021.
The second band of registrations begins Jan. 1, 2022,
for chemical substances to be manufactured or imported at
100 t/y to 1,000 t/y. The deadline for this tonnage band is
Dec. 31, 2024.
The third and final band of registrations concerns chemicals manufactured or imported at 1 t/y to 100 t/y. It opens
Jan. 1, 2025, with a deadline of Dec. 31, 2030.
CHEMICALS EXCLUDED FROM EXISTING CHEMICAL
REGISTRATION
The following two categories of chemical substances are
specifically excluded from this existing-chemicals registration requirement:
1. The list of 510 priority existing chemicals (PECs) is
excluded from this registration requirement, as their
registration deadline was June 30, 2018. South Korea's

Ministry of Environment has determined that any
registrations concerning any of these chemicals that
were not submitted and approved by Sept. 30, 2018,
are delinquent and marketing ineligible until they are
late-registered under that specific program.
2. Any existing chemical substance, other than the PECs
mentioned, that are manufactured or imported at less
than 1 t/y.
Please note that these categories are described as excluded,
not exempt. This distinction is made to avoid confusion over
exemptions that are otherwise available but not discussed here.
