to them.
Energy allows humans to use machines to be more
productive and improve and sustain life. "Those machines
only work if they have energy," he said, adding that
machines require lubrication to work properly. "Modern
machines are overwhelmingly metal."
While solar and wind energy are often discussed, they are
inherently unreliable, said Epstein. When the sun and wind
aren't available, energy production from those sources goes
to near zero, which means 100 percent backup is needed.
"Why not just have the reliable source? In practice, solar
and wind always add dead weight to a network because they
aren't effective," he said.
Since fossil fuel use has become more widespread, climaterelated deaths have decreased. "It helps us take the naturally
dangerous climate and build an infrastructure to make us safe,"
Epstein said. "In India, you have people with no energy, and
they are living in 120-degree weather. The pro-industry way is
to get them an air conditioner. It isn't to say 'let's do nothing
and hope nature takes care of us,'" he explained.
Epstein suggested that when there is more carbon dioxide
in the atmosphere, there is more plant growth, and "that
helps most of nature and human beings, yet we don't talk
about it. We have an obligation to tell people why they are
doing the right thing."

As part of his initiative, Croghan oversaw the expansion
of the foundation board, which now includes 11 directors,
and committed the foundation to pursuing more industry
research. "This will help the board drive the progress to
future membership benefits," he said.
Croghan presented Ron Powell, president of MorOil
Technologies, with the Bellanti Award (see more on page
28). Powell told attendees that his parents raised him with
the knowledge that you get out of something what you put
into it but said that wasn't true in this case. "What I have
received has far outweighed what I put into it," he said,
adding that ILMA members are aware of what is going on
in the industry long before those who are not members.

Foundation Growth
During the opening session, Dave Croghan, vice president
of blending for Maxum Petroleum and president of ILMA's
Board of Directors, reflected on his term. "Over the past year,
the initiative I've been dedicated to is the ILMA Foundation,"
he said, adding that ILMA currently has $223,000 invested
in future leaders who are pursuing their education, including
$110,000 that was invested in the 2018-2019 academic year.

Regulatory Update
ILMA's committees met during the meeting and discussed
the latest regulatory issues. ILMA's Safety, Health, Environmental & Regulatory Affairs (SHERA) Committee provided
essential updates on K-REACH, REACH and the Toxic
Substances Control Act (TSCA). During the session, Jeff
Leiter, general counsel for ILMA, noted that there has been
a significant reduction in regulatory activity coming out of
the executive branch. "Over the first 18 months, they've
reduced the regulatory output by about 70 percent," he said.
Leiter said environmental groups have gone back to
federal court over the implementation of the Obama
administration's Waters of the U.S. (WOTUS) rule.
Currently, the Obama-era rule has been reinstated in 22
states, with other court rulings staying the rule in 28 states.
In both the SHERA and Global Affairs Committee
meetings, James Eggenschwiler, director of global trade at
the Redstone Group and a consultant to ILMA, provided an
overview of K-REACH, or the Act on the Registration and
Evaluation of Chemicals. The pre-registration window for
K-REACH runs from Jan. 1 to June 30, 2019.
