annual value ($) and quantity
(units) of the Chinese-origin
product purchased in 2015, 2016
and 2017.
* Information that the product
can only be obtained in China
or, if a product can be obtained
outside of China, the commercial
necessity of obtaining the product
in China (e.g., unique ability
of Chinese suppliers to meet
demand in terms of quantity,
quality, size, specifications and
manufacturer qualifications).
* Specifics on how the additional
25 percent duty will cause severe
economic harm to the company
or U.S. interests (e.g., the negative
impact on domestic prices, overall
demand, production volumes, employment, industry competition
and other economic factors).
* Information that the particular
product is not related to "Made
in China 2025" or other Chinese
industrial programs designed to
foster technology and support,
including robotics and automated
machine tools.
In compiling the above information,
consider any proprietary information
or data for which confidential treatment should be requested with USTR.
I wish I could say that, because of
lead times for publishing Compoundings, this column will be moot when
you read it. However, any solutions to
our trade problems with China will
likely take some time to sort out. ILMA
members tell me that they can compete
on any international playing field as
long as they are not being disadvantaged by other governments' actions.
ILMA members have the products that
customers around the world want to
buy. The current U.S. tax and regulatory systems allow them to compete,
but the lack of market access, stealing
formulations or counterfeiting lubricants ties their hands. Everyone needs
to play by the same rules.
