A SPECIAL ADVERTISING SUPPLEMENT TO NEW YORK CONSTRUCTION 10 TIPS FOR A&E CONSULTANTS Your firm is prequalified by the SCA, and now you’re wondering how to obtain business. The following tips provide an overview of how the SCA engages prequalified architectural and engineering firms. 1. What type of work is available? The SCA typically engages " rms via competitively awarded requirements contracts, which fall into " ve general categories: • Capacity – design of new buildings, additions and adaptive reuse. • Capital Improvement (CIP) – design of renovations to exterior and interior systems and components. • MEP – similar to CIP, but primarily for design of mechanical, electrical and plumbing engineering work. • Landscape – design of site work, playgrounds and athletic " elds. • Specialty – for technical services in connection with boring, probes, emergency hazardous conditions, elevator & escalator, geotechnical, non-destructive testing, MEP testing, roof cuts, acoustic design, topographical and surveying, test pits, etc. 2. How does the SCA identify the firms with which it does business? The SCA Architecture & Engineering Department typically assigns design and related work to " rms with which they have relevant requirements contracts. These requirements contracts are solicited through Requests for Proposal (RFPs), generally on an annual basis. The SCA issues RFPs to prime consultant " rms that have the experience necessary for a given category of work. 3. How can firms locate information about RFPs? Current and anticipated RFPs are published in the City Record and on the NYCSCA website. For more information about the RFPs listed, call 718-752-5499. 4. How can my firm get invited to respond to a RFP? Firms can be invited in one of two ways: The SCA Procurement Division works with A&E and other operating departments to compile a list of current and potential consultants in the required discipline based on currently available information and outreach. RFPs are sent to these " rms upon issuance. Other " rms who wish to respond to an RFP advertised in the City Record, the SCA website and/or other sources are encouraged to contact the Contract Negotiator noted in the ad, preferably by email. 5. How does the SCA select prime consultants? Proposals are evaluated by a committee comprised of SCA employees on the basis of weighted criteria de" ned in the RFP. Typically, these criteria include items such as appropriateness and quality of the " rm’s experience, quali" cations of proposed staff, methodology and approach and MWLBE participation. 6. How does a firm obtain business once awarded a prime contract? Once a prime consultant " rm is awarded a contract, the SCA A&E Department will contact them regarding the project(s) to which they have been assigned. Projects are assigned based on the consultant’s areas of specialty, as well as other factors, such as the " rm’s size, subconsultants, etc. 7. How do firms get work as subconsultants? Firms interested in working as subconsultants should visit the SCA website to view current and anticipated RFPs, and contact the SCA Negotiations Unit for a list of " rms invited to bid. 8. How can MWLBE firms participate? The SCA strongly supports and encourages the participation of MWLBE " rms, both as prime and subconsultants. As indicated above, where feasible, RFP selection criteria typically include the minimum level of MWLBE participation to which the proposing " rm will commit. This commitment is then incorporated as a contractual requirement upon award. Participating MWLBEs must be certi" ed and prequali" ed by the SCA. 9. Do other SCA departments hire consultants? The SCA’s Construction Management (CM), Environmental & Regulatory Compliance (ERC) and other departments also hire consultants for a variety of technical services. The same RFP processes described above are used to select these " rms, and information regarding upcoming solicitations can be found on the SCA website. 10.
